Q: I am selling my property in Munhall, am I required to have a sewer inspection?
A: Dye Testing is required as part of the TIME OF SALE requirements. A dye test MUST be completed in order to receive a NO LIEN letter from MSSMA for sewage. The Authority does NOT require a camera inspection at this time.
Q: I own rental properties in Munhall and my previous tenant did not pay the sewage bills, why am I responsible?
A: Sewage is attached to the property and is subject to a property lien if not paid. The property owner is ULTIMATELY responsible for any unpaid sewage bills on the property. 0153..PDF (link to MCTA Legislature).
Q: My sewer is backing up! HELP! What do I do?!
A: First, discontinue all water usage in the home. If someone in the home cannot diagnose or unclog, please call a plumber. The Sewer Authority does not manage or maintain sewer laterals. A sewer lateral connects the “home” or “structure” to the sewer main. In Munhall the owner of the property is responsible for any and all repairs to the sewer lateral including the wye at the main. This includes all piping leaving the home that would connect to the sanitary sewer system.
Q: I have a manhole on my property. Do I need to do anything with it? Can I cover it up?
A: Short answer is NO. Since there is a manhole on the property, you probably have a sewer easement on your property as well (next FAQ). Manholes are a necessity for entering the sewer system for maintenance and cleaning. These are often placed where the pipe makes a turn, or another pipe connects to it. These MUST be kept clear and free from all debris. These cannot be buried or covered up in any way. It is illegal to do so. You need permission from MSSMA to open a manhole or enter the sewer system.
Q: I have a manhole on my property, does MSSMA need access to maintain it?
A: YES! Fences, swimming pools, sheds, and other items cannot be placed on a sanitary sewer easement at all. These are called “ENCROACHMENTS”. Most sewer easements at 10-20ft wide. Should a semi-permanent structure be placed on the sewer easement and that line needs a repair that requires any land disturbance, the owner will be required to remove and relocate the structure at their expense. If it is an emergency, the Authority will remove the structure and bill the property owner for the removal of the item.
